resources in our counties. Let us not reduce the allocation to counties. Let us give them enough money. We must make sure that those resources which we give to counties are used well and according to the needs of the people. Finally, we have some facilities that CDF has already established like dispensaries in different parts of the counties; we are appealing and requesting the county governments to furnish those dispensaries because they are closer to the people. Thank you, hon. Speaker. I support the Motion as amended. By amending the Motion, we are respecting the Constitution of Kenya that was voted for by Kenyans. By the county governments and the National Government agreeing on specific functions to be transferred to the national level is one way of respecting the Constitution that Kenyans voted for. Hon. Speaker, in doing so, the Governors and the National Government will assess the capacity of each county and find out whether it is able to run all the functions of devolved health units. Hon. Speaker, as you are aware, some counties have no capacity to do so. They are not equal in terms of personnel and infrastructure. On a point of order, hon. Temporary Deputy Speaker. I think the Member is misleading this House; he knows very well that the side on which he is sitting now is the one that was saying that the President was not for devolution and was not following the Constitution. In fact, they pushed the President to give all the functions to the county governments. Now they are again complaining that the President disobeyed the law. Is he in order?
