Mr. Temporary Speaker, Sir, you know this is a very peculiar Bill. It is not an ordinary Bill because it strictly touches on the life of one county. The only way we can generously contribute is not to say “yes” or “no” but to know whether the procedure was followed. If it was followed, all of us will approval it, in fact, in the shortest time possible. If the right procedure was not followed, then we will do better by assisting our colleague to bring it here procedurally. Mr. Temporary Speaker, Sir, I beg to oppose.

Mr. Speaker, Sir, noting that South Sudan is neighbouring Kenya, particularly Turkana county, could the Chairman also tell us what steps the Government has taken to protect the people of Kenya who are living along the border, given that there is loose flow of guns in that country at this time. Has the army been stationed at the border point to protect Kenyans?

Mr. Temporary Speaker, Sir, it is okay. I thank colleagues for ably contributing to this Bill. It has been mentioned that this Bill is not intended to mess up the anchor of devolution but to strengthen it more than it is and correct what seems to have not gone right. Sen. Wetangula has even talked about the realignment of the former provincial administration by the national Government. We are only dealing with the amendment to the County Governments Act here that may need to be re-looked at seriously as well as with the good intention of making our laws better ...
