  • 14 Jul 2016 in Senate: Mr. Speaker, Sir, I thank you for the detailed response that you have given and the directions on what Members of this House and any other visitor should follow as they come in. I also stand to report what we have heard happened in Kapenguria this morning. We are told a suspected terrorist walked into the police station, caused mayhem and killed police officers. They walked in the through the gate, went and killed people for there was nobody manning it. It is prudent that every Government office should be manned appropriately every other time. For example, every police station, ... view
  • 14 Jul 2016 in Senate: On a point of order, Madam Temporary Speaker. Sen. (Prof.) Anyang'-Nyong'o has consistently not realised that you are Madam Temporary Speaker. Is he in order to continue referring to you as Mr. Temporary Speaker, Sir? view
  • 14 Jul 2016 in Senate: Madam Temporary Speaker, I stand to present this Bill in which it is proposed that the offices that were created and identified under Section 50 of the County Governments Act, No.17 of 2012 are offices of sub-county, ward and village administrator. In the Statement of the Objects and Reasons of the Bill, it seeks to amend this County Governments Act No.17 of 2012, where the main objective is to amend Sections 50, 51 and 52 in order to bind the County Public Service Board of every county to employ sub-county, ward and village administrators after every general election. This is ... view
  • 14 Jul 2016 in Senate: Madam Temporary Speaker, it is true that these are people whose loyalty belongs to one person. My view is that we should have an independent County Public Service Board. As it is constituted today, it is almost null and void. Some of them are resigning and some of them are praying just to continue earning salary. If we do not have an independent body, then it means it is nothing. They should not wave to us saying that the law says it is a permanent position. What is the practice on the ground is that those boards were forced to ... view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, I support this Petition. It is absurd and sad that the people we have entrusted to take care of the counties are becoming problems. How can you lease a resource without consultation? This is happening in the majority of the counties in the pastoralist region. It is important that this is resolved so The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view
  • 5 Jul 2016 in Senate: Mr. Speaker, Sir, I wish to join my colleagues in wondering how this document has come to the House. If it is not official why have we been using these figures to allocate funds to the counties? We should use the old figures of 1999 and not the disputed figures of 2009. It is not proper to allocate 45 per cent of resources proportion to the population, using figures that are still contested. The Committee should bring a document that reflects 2019 and not this one. In fact, we have been illegally allocating money based on the figures that are ... view
  • 29 Jun 2016 in Senate: Mr. Speaker, Sir, I want to thank the Vice Chairman for giving a detailed response to the Statement sought although he has really delayed despite you directing them to keep deadlines. The Vice Chair has given me a huge annex showing the summary of primary schools that have already been connected to the grid. He is also saying that out of the 619 primary schools in my county, 274 are connected to the national grid and that 339 are on solar connectivity. I want to confirm to him that for the solar panels he is talking about, the batteries are ... view
  • 29 Jun 2016 in Senate: On a point of Order, Madam Temporary Speaker. Yes, you are right, the Chairperson is not in and he has requested that he issue it tomorrow because it is bulky and he needs time to go through it. view
  • 29 Jun 2016 in Senate: Yes, Madam Temporary Speaker. view
  • 28 Jun 2016 in Senate: Thank you, Mr. Speaker, Sir. I heard the Chairperson talk about this Makutano-Ngurubani-Kimbimbi road. He said that the tender for the road had to be split into three for faster construction. This is strange because the Public Procurement Act does not allow splitting of tenders. Could she explain what she meant by that split? view
