  • 16 Jun 2016 in Senate: Mr. Speaker, Sir, I join colleagues in thanking the three county assemblies for choosing to come to the Senate. I sit in the County Public Accounts and Investments Committee (CPAIC) where we see a lot of audit reports from both the county assemblies and executives. It is prudent that we encourage county assemblies in the whole Republic to come and sit in the gallery or sometimes visit the respective Committees to benchmark. The audit reports from some counties are shocking. It is, therefore, important that the oversight teams in county assemblies take their role seriously to ensure that they are ... view
  • 15 Jun 2016 in Senate: On a point of order, Mr. Deputy Speaker, Sir. Sen. (Dr.) Khalwale has used very serious words “blood thirsty.” I do not know whether it is parliamentary language. Why should he say that the person is blood thirsty yet the person is still alive? What do you mean? The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate view

  • 15 Jun 2016 in Senate: Mr. Temporary Speaker, Sir, I join my colleagues in condemning the barbaric manner in which these legislators were arrested. These are people’s representatives. They were mishandled. In fact, Hon. Junet was arrested as if he was a criminal number one. The number of policemen that we saw surrounding that building was higher than the number that you saw going to the Westgate Mall when there was a terrorist attack. We, as a nation have taken things too far. We should allow people to express themselves, but within limits. Going to the extent of using force in such scenarios really is ... view

  • 9 Jun 2016 in Senate: On a point of order, Mr. Speaker, Sir. There is no project that can be started in one year and you get power in the same year. The Jubilee Government is reaping from the Grand Coalition Government. So, we need to know what has been started by the Government that I am part of rather than counting oranges, tomatoes, potatoes and everything. view
  • 9 Jun 2016 in Senate: Mr. Speaker, Sir, I join my colleagues in lauding members of those respective counties for being vigilant and concerned enough to raise issues regarding wastage of funds in their counties. We should encourage members of the public who have the interest of their counties at heart to take initiatives to raise such petitions. If you listen to the Member of County Assembly (MCA) from Machakos County who has realised that there is a deliberate attempt to refuse to fund projects in his Ward just because he is not singing the same song as the governor, that is the type of ... view
  • 9 Jun 2016 in Senate: Mr. Speaker, Sir, I would like to make a further inquiry. Isiolo County is one of the counties which I thought enjoy what the President said; the last mile connectivity. If what has been raised is true, then could the Chairperson inform us how many institutions have not been connected to the electricity grid in that county and neighbouring counties? view
