Mr. Speaker, Sir, I also rise to support this Motion. As stipulated in Article 115 of the Constitution, every step is indicated to show how a Bill that has been referred should be handled. As Sen. Orengo said, in this Article there is nowhere written “National Assembly or Senate.” It is indicated “Parliament.” For that reason, even a layman would know that since these two Houses exist, the two Speakers should have been summoned and told that this Bill has been referred. Mr. Speaker, Sir, I join my colleagues in saying that this House is the only hope that Kenyans have, especially where we have disputes. I recall a dispute on the West Pokot-Turkana boundary border where criminals have been operating and laying claim to the extent that they end up taking people’s cattle until a new terminology was born called “cattle rustling”. Now other Kenyans are assigning cattle rustling to belong to the Pokots and the Turkana. Mr. Temporary Speaker, Sir, I know in the last session, the Chairperson furnished a list of counties that are benefitting, but we expected in the Budget that was read last week that anybody that qualifies as an elder to have been captured. On the outset, we need to correct the impression that the Kshs1 billion which was given to the Judiciary was floating; money which was an after-thought. That money had been budgeted for and was not an additional fund that was generated this financial year so that, suddenly, the National Assembly chopped off that money which was erroneously added so that they had to find other use for it. Mr. Temporary Speaker, Sir, we may restore the peace haircut tomorrow. The other function was to monitor and prepare reports on implementation of projects and programmes. Almost all the Senators here, including the National Assembly Members do not know what projects are ongoing in the counties and in the constituencies. This is the oversight that was supposed to be done by this unit. It looks like they did not. It is as if they closed their eyes when it came to the Judiciary when they were ruled out of place. I do not know whether Members can remember the amount that has been allocated to the CDF. This year, the amount that has been allocated as CDF is Kshs37 billion while last year it was Kshs35 billion. Mr. Speaker, Sir, further related to yesterday’s case that happened in Yumbis, the northern part of Kenya, we saw disconnected communication from the Government as to what really took place. Could the Chairperson give us the true Government position, relating to how crime is being handled in that region, rather than to mislead Kenyans with one version after the other?
