Thank you, Mr. Deputy Speaker, Sir. This Petition reveals a lot of distress that some wards and counties are going through as a result of some decisions that are one man or woman show in the counties. Some MCAs have been made to kneel down before some governors for their wards to be given their share. This is very strange because the funding that goes there has never been sourced and delivered by a governor. The Senate sits here and toils to the extent that even as late as yesterday, there was still an attempt to add more money to ...

Mr. Deputy Speaker, Sir, Sen. Orengo is very right. On the ground, you may find some of the Members of County Assembly (MCAs) we campaigned for dishing out money. They said that the Senator carried them on their back. Suddenly, they turn out to be monsters and start doing things that do not make sense. In my county – the same applies in almost all counties – if an MCA has a bad relationship on phone or otherwise with a Senator, the Senator discriminates against the ward which the MCA represents. Mr. Deputy Speaker, Sir, these are some of the ...

Mr. Deputy Speaker, Sir, I also join my colleagues in supporting this Motion for Adjournment. With your permission, Sen. Leshore of Samburu County, Sen. Munyes of Turkana County, Sen. Moi of Baringo County and I have been away for almost two weeks now, literally because of the issues of cattle rustling that we have in the common border. We are dealing with a security matter, which essentially is a function of the national Government. We were forced to use the little resources in the county to hire choppers. Every county hired one chopper to move around and we saw a ...

Thank you, Mr. Speaker, Sir. I support my colleagues who have said that we need to address some of these issues that are associated with communities, for example, the boundaries. Although we may think that we do not have an issue and expect the local wananchi to be satisfied, they may not understand what we actually mean. Sometimes you find that some bandits and criminals take advantage and cause havoc in the name of “this is their territory.” It is essential that these issues are addressed, especially in my county as well as Turkana County so that it is easy ...

Thank you, Mr. Speaker, Sir, for a detailed exposition of what the rule and the law is to protect Members and the sanctity of this House. As Sen. Orengo has said, it may be appropriate that you may need to give some of these rules again to officers in those departments for them to continue acquainting themselves with the rules. Further, yesterday I presented myself to the Criminal Investigation Department (CID) headquarters. It was almost surprising that immediately I arrived, all those charges were quickly withdrawn because they realised that, first of all, they were all wrong and false in ...

Thank you Madam Temporary Speaker. Just as my previous colleague, I also stand to support this Bill, the Public Audit Bill (National Assembly Bill No.38 of 2014). As suggested by Sen. (Dr.) Khwalwale, some amendments may be introduced because of some very glaring issues that need correction so that the Bill can assist Kenyans. Clause 4(2) talks about the establishment of the Office of the Auditor-General in ensuring reasonable access to its services in all parts of the Republic. That means that today, as proposed and created by the Constitution 2010, we have 47 county governments The electronic version of ...

Mr. Speaker, Sir, I rise to give a Personal Statement. I seek the indulgence of the Senate to rise under Standing Order No. 46 to make a Personal Statement. Mr. Speaker, Sir, this morning, you invited us to attend a Kamukunji which commenced at 11.00 a.m. I duly attended it as did other Senators. The Kamkunji went on until about half past one. On exiting the Chamber, I met an officer of the National Police Service who identified himself as Corporal Daudi Mutui. The officer stated that he The electronic version of the Senate Hansard Report is for information purposes ...
