Because this is a grave matter, the Departmental Committee on Energy, Communication and Information should have expedited this matter and brought a report to this House, so that we deal with it. First, I was asking myself why it was necessary for the Government of Kenya to get into the business of sugar production in terms of ownership of the companies and sugar factories. I see a number of reasons, which I agree with, given in the Report. One of them is to reduce pressure on foreign exchange by minimising import or import substitution, job creation and to improve local supply of sugar.
