Hon. Temporary Deputy Chairman, there is something that the House needs to understand. In the event that this amendment is not carried, we still have one person with disability per constituency, as provided for in the original Regulation. We need to understand that we have no way of appointing this person because we had The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

defeated the earlier amendment by the Chair of the Delegated Legislation Committee. If we defeat the amendment by hon. Jakoyo Midiwo, somehow, we must find a way of having one person with disability per constituency. I have heard some hon. Members say that we should defeat this amendment because we are going to have so many representatives. However, this is already in the Regulation.

Hon. Speaker, the issue that I wanted to raise was with regard to the Statement that hon. Duale has just read out concerning the order of business next week. I want to particularly request you to intervene in this matter. Our staff establishment in the Legal Department is wanting. A legal team of only three people cannot serve this House properly. Remember that in the 10th Parliament we were just 222, and we had close to ten legal officers who were serving Parliament. Right now, the National Assembly, with 349 Members, has only three legal officers. It is just unworkable. ...

Hon. Deputy Speaker, I was a bit disturbed when the Leader of Majority Party said that in this country you have to seek the authority of the OCPD and such like officers. It is just notification anyway. Demonstration is a right that all of us enjoy. I seek two clarifications. I want to follow up on what hon. Timothy Bosire asked. Many Members have said that they will block roads and even go and camp at our international airport to stop--- I have just heard this morning that even one hon. Member is ready to resign. Jomo Kenyatta International Airport (JKIA) is recognised internationally. Any threats to peace and security at the airport should concern all of us. The hon. Members who were talking carelessly about our international airports should not be taken lightly. This is a country for all of us, and not for a few individuals. Neither is it for a few sections of members of the society.

Finally, is the talk of demonstration a scheme by the Government to create a picture of possible instability in this country to justify the request by the so-called African Union to have the cases that affect the three Kenyans at The Hague withdrawn? I do not see that kind of threat. It is only coming from hon. Kanini Kega and hon. Waititu, who are not in the security system. Could they tell us the source of their information or are they being used to create an environment for us to go and justify our case before the UN Security Council?

Thank you, hon. Temporary Deputy Speaker. I agree that this is a Procedural Motion and I want to support it, but just with two quick comments. We need to support this Motion because we have very limited time between now and the December break; it is coming on 4th December, 2013 and we have quite a bit before us. Hon. Deputy Speaker, much as I agree with your ruling, the matter that you have just talked about, Uwezo Fund Regulations, involves a lot of input in terms legislation on financial management. We have to get it right, if this fund is to succeed in its objective. I was just wondering what could be the reason for bringing this matter in a hurry. From now to 6.30, we are expected to prepare, read these regulations together with the Report of the Committee, make suggestions for amendments and debate this matter tomorrow. Thank you, hon. Deputy Speaker. I wish to second that we allow the publication period to be reduced from 20 days to 14 days, so that this House can also have time to quickly get this Bill to the Second Reading for debate. I believe I do not want to discuss the details of the Bill, but there are issues in this Bill that we need to transact before the recess.
