It is my wish that when we come back, and before the end of April, we shall have an electoral management body in this country. This is a negotiated document. Mr. Deputy Speaker, Sir, I also want to mention about the various actions of state officers in this country. Even where the Constitution is not clear, it mandates, and puts a responsibility on us as leaders, to interpret it in a manner that will promote its purposes, values and principles. So, in cases where it is not very clear to us, we should bear in mind that the Constitution has set a threshold for us as a country. Mr. Deputy Speaker, Sir, finally, I want to talk about the fight against corruption in this country. To me, I am not convinced that this fight has gained momentum as we would like it to. We want the Kenya Anti-Corruption Commission (KACC) to dig deep into mega corruption scandals that have happened in this country. We have cases of Grand Regency and Anglo Leasing which we want investigated and culprits arrested so that this country can start a journey on a fresh path.

On a point of order, Mr. Deputy Speaker, Sir. Did you hear the Assistant Minister say that in order for one to be the President of Kenya, one needs be aged 35? I wonder which Constitution he is referring to. Our Constitution does not talk about 35 years. He is living in the past. Is he in order to mislead this country?

However, I would urge the Assistant Minister that as he prepares to get us the documents, he should be sure of what he is saying, because he is going to be on the record of the House. So, if this House seeks for information, I think it should be provided immediately. I have personally established that cattle die in Nyatike when it is dry, there are no pastures and cattle move for long distances to look for water.
