Mr. Temporary Deputy Speaker, Sir, there is also something that I wanted the Minister to explain. Under the Ministry of Finance, you will realize that this country is investing in African Re-insurance Corporation, additional funds; Kshs159 million. I know that sometimes it is a legal requirement, but why should we prioritise that now? Can you explain to this House why we have to invest in equity participation in foreign financial institution?

Finally, the absorption rates of capital expenditure are very low. I want to ask the Ministry and more particularly the Treasury, do we have a department in that Ministry that is tracking down the reporting system by Ministries and Government agencies? The main reason why donors, probably, are not giving us money is because they realized that the absorption rate is only 31.5 per cent, yet the absorption of the Government of Kenya funds is at 82 per cent. Mr. Speaker, Sir, I will forgive the Minister because he was born in Coast Province and I was born and grew up along the shores of Lake Victoria. All along this ban has never been there until recently. There was fish and in plenty. O mena, Nile Perch and Tilapia were there. Instead of the Government spending too much money under the Economic Stimulus Package to establish ponds in some regions thereby killing our fishing industry, why can it not use the same resources to construct a bridge over Mbita Causeway which interferes with the movement of fish? On a point of order, Mr. Speaker, Sir. I just want to ask for your direction regarding this matter. This is based on what the Assistant Minister has answered with regard to Mr. Nyamweyaâs question. I just want to read the courtâs decision. On a point of order, Mr. Temporary Deputy Speaker, Sir. The Assistant Minister has alluded to the fact that this is a private investment. It is on record that the Government said it sold this hotel. When a Government sells an hotel, is it a private investment or a public investment?

On a point of order, Mr. Speaker, Sir. The hon. Member for Rangwe has made a very serious allegation, which I feel, should not go unchallenged. He said that he has never seen tourists in that area, and that may be misconstrued to mean that tourists do not go to Ruma National Park, which we share with him, and the bulk of which is in Gwassi. Is the fact that hon. Ogindo has not seen tourists in his area a matter of national concern? Could he withdraw the serious allegation that tourists do not go to Ruma National Park?
