  • 22 Feb 2011 in National Assembly: Mr. Speaker, Sir, it is very sad when the Government tries to use withdrawal of security to intimidate hon. Members. I want to get something very clearly from the Minister. The security personnel of hon. Kabogo were withdrawn for two days. Who did it? What was the motive? Could the Minister clarify to this nation who ordered view
  • 22 Feb 2011 in National Assembly: the withdrawal of the security? That is because the police officer could not just run away? Somebody must have ordered the withdrawal. He owes an answer to this country. view
  • 22 Feb 2011 in National Assembly: On a point of order, Mr. Speaker, Sir. Indeed, this matter is serious and that is why we are taking it seriously. The clarification we sought was very clear. A police officer who is a Government employee left his duty of guarding hon. Kabogo. By now, the Minister must have known the person who ordered him to leave his station and go elsewhere. He should not tell us what he did afterwards. For the two days that hon. Kabogo did not have security officers, where was that police officer and who ordered him to leave? view
  • 17 Feb 2011 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. The question that Ms. Karua asked was very clear. She asked whether the Assistant Minister is aware that private planes are landing on this piece of land in spite of the court order. One would have expected the Assistant Minister, in answering this Question, to find out about this court order. Is it in order for the Assistant Minister to refuse to answer a question that is very clear by feining ignorance of a court order when he should have come to this House well prepared to answer the Question? view
  • 16 Feb 2011 in National Assembly: Mr. Deputy Speaker, Sir, the county legislative assembly as spelt out in the Constitution in terms of architecture takes the form of what we have in the Kenya National Assembly (KNA). I wanted to find out from the Prime Minister the reason behind placing the structuring of that important organ of governance in the hands of the Ministry of Local Government which, therefore, gives an impression that it may take the form of the chaotic system of the local government. Why could it not be placed under KNA so that it can get the architecture and form of KNA because ... view
  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Chairlady, I just want to thank the Minister for listening to the wishes of this House that, that provision was contrary to the objectives of this Bill. view
  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to second this Motion by Mr. Ogindo. I want to start by expressing my surprise and disappointment that when a crucial and important Motion like this is being debated, this House is almost empty view
  • 16 Feb 2011 in National Assembly: This country is aware of mega scandals that have taken place in this country. All those scandals have been committed with Parliamentary approval. I say that because Parliament has in the past passed Budgets in this House and then it turned out that some of those Budgets contained hidden provisions, which later resulted into scandals. Therefore, I expected this House to be full when such a Motion is being debated. I would request my good friend hon. Ogindo that, when a Motion like this is likely to come to the House, he should probably lobby Members of Parliament and explain ... view
  • 16 Feb 2011 in National Assembly: Having said that, what hon. Ogindo is praying that the House approves is in line with the requirement of Article 211(2) of the Constitution which says that within seven days after either House of Parliament, the Kenya National Assembly or the Senate, and in this case it is the Kenya National Assembly, so requests by a resolution, the Cabinet Secretary responsible for finance – I believe right now, that is the Minister for Finance – shall present to the relevant Committee - I believe in this case it is the Budget Committee – information concerning any particular loan or guarantee, ... view
  • 16 Feb 2011 in National Assembly: Madam Temporary Deputy Speaker, hon. Ogindo is asking this House to pass a resolution, so that the Minister for Finance presents before the Budget Committee, within seven days from the date of passing this Motion, the loans in relation to Ken-Ren Chemicals and Fertilizers Company and external commercial debts on security related projects. Hon. Ogindo has spoken in detail about the circumstances surrounding these two particular transactions. The reason why the Budget Committee was formed through the Financial Management Act was to give this House an organ to do an indepth analysis on public finance management. In public finance management, ... view
