  • 22 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. As we continue to debate this Motion, I think the House is entitled to statements of facts and accuracy. Prof. Saitoti has referred to this Report recommending that he should be investigated. Looking at this Report, I cannot see anywhere where it has recommended investigation on hon. Prof. George Saitoti. Actually, what he has referred to is evidence that was presented to the Committee on how the former Minister was frustrated within the Government. But that does not really point a finger at Prof. George Saitoti. In fact, if you read ... view
  • 22 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. Since this matter has been canvassed at great length, could the Mover be called upon to reply? view
  • 21 Dec 2010 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to oppose this amendment because of two reasons. First, this Committee of the House, in its own wisdom invited hon. Members to make presentations to it. The mover of this Motion, I believe, had ample time to present his case to the Committee. If he did--- view
  • 21 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, if he made his presentation before the Committee and it saw it fit to exclude that proposal--- The Committee is composed of 11 members and it is my understanding that the Committee gave his presentation due consideration and arrived at a conclusion. view
  • 21 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am making my contribution and I oppose the amendment. My second proposal is this. I really sympathize with the hon. Member for Moyale. However, my fear is that the amendment that is being proposed will not help the hon. Member to achieve the objective for which he wants us to amend this Motion. I oppose the amendment. view

  • 16 Dec 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The Minister has just referred to Mr. Sonko. Could we get a clarification as to who Mr. Sonko is in this House? view
  • 15 Dec 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Report by the Committee. I want to thank the Committee for doing a good job by highlighting the weaknesses or the deficiencies on the part of the various appointees to the KBC Board. Mr. Temporary Deputy Speaker, Sir, KBC, being a parastatal and a corporation that is funded from taxpayers’ money, owes it to Kenyans to perform excellently. But this board has not lived up to its expectations purely because of the negligence on the part of the Minister or failure by the Minister to discharge his duty responsibly. I ... view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for the hon. Member to contradict himself? He is confirming that, yes, there could have been problems in the recruitment of the CEO and at the same time, he wants to defend the appointment of the CEO--- view
  • 15 Dec 2010 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Is it in order for my colleague to keep on referring to separating the CEO from the board, yet the CEO is part of the board and is the secretary to the board? If the CEO is not competent enough, the entire board also fails. Why should we separate the CEO from the board? view
