In the Report that the Government asked the Permanent Secretary in the Ministry of Education to step aside, could the Minister prove that in that case, there was anything that asked that Permanent Secretary to step aside? Members of Parliament who need to inform the Ministry whether these projects are implemented or not. Does your Ministry have supervisory capacity to follow up the projects that you are implementing in various parts of this country? Do you really require hon. Prof. Saitoti has referred to this Report recommending that he should be investigated. Looking at this Report, I cannot see anywhere where it has recommended investigation on hon.
