Mr. Deputy Speaker, Sir, first, I want to inform the Assistant Minister that, consultancy forms part of capital expenditure. So, it can never be recurrent expenditure. But, besides that, I think the Assistant Minister can do justice to this House by telling us exactly what he is referring to as recurrent expenditure so that we can help him know whether it is recurrent or capital; because if he just says that it is recurrent without knowing what it is, then we cannot help him.

Thank you very much, Mr. Temporary Deputy Speaker, Sir. I would also like to support this Motion that is before us. Let me, first of all, say that I am happy to be in the ten Parliament that is, probably, going to pass the first land policy since Independence of this country. I agree very much with him that it is the responsibility of private sector to create jobs. However, it is the work of the Government to provide a conducive environment for the private sector to operate. Currently, there is a problem of insecurity in the country. We know without proper security, the private sector will not carry out its businesses competitively. What programmes does the Government have in place to address the security problem in the country more urgently as we wait for police reforms that are taking place?

Mr. Deputy Speaker, Sir, the way these murders were carried out in Migori is a bit suspicious. If the cause is business rivalry, one would have expected that it would involve only mature or senior people in the society. Where children and women are attacked, there must be a different motive or objective behind these murders. Could the Assistant Minister confirm to us that they are still carrying out a thorough investigation to unearth the main motive behind these killings?

Mr. Speaker, Sir, from the Assistant Ministerâs answer, I guess that the Government does not have funds to write-off these loans, and since these people were displaced because of the PEV and the substantive Minister is very effective in mobilizing Harambee, can the Ministry consider organizing Harambee to finance these loans instead of writing them off?

My main reason for supporting the amendment is that in the recent past we have had a lot of issues with the Kenya Airports Authority as a State Corporation. It is even under investigation by the Public Investments Committee. Giving it more powers to have more funds and to re-invest more funds in it would be negligence; so, I would like to support the deletion of this particular provision.

On a point of order, Mr. Temporary Deputy Chairman, Sir. I think the Minister for Trade has misunderstood what Ms. Karua has said. The current situation is being changed by the Deputy Prime Minister and Minister for Finance.
