  • 21 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to add my voice to this debate. Number one, I want to thank the President for the Speech because he highlighted what Jubilee promised in 2013. Among them, he talked about connecting electricity to our schools. More than 14,000 primary schools have been connected, although there a few, like in my place, which are not connected. But I have been promised by the Cabinet Secretary for Energy that, that school will be connected towards the end of May. The electronic version of the Official Hansard Report is for information ... view
  • 21 Mar 2017 in National Assembly: The President also talked about e-Citizen. Before, our constituents travelled long distances to register companies here in Nairobi. But with Huduma centres, they are doing everything within the counties. That is a commendable job but I wonder why CORD cannot see that. He also talked about the Standard Gauge Railway (SGR). Since Independence, the four successive Governments have never added even a single metre of railway. Today, we can see there is a railway which is going all the way to Naivasha. For the efficiency of the economy, that is an improvement. The President also said that the public debt ... view
  • 1 Dec 2016 in National Assembly: First, I would like to thank you, Hon. Temporary Deputy Speaker, for giving me an opportunity to contribute to this Senate Bill. Kirinyaga happens to neighbour my constituency. When there were demonstrations about the change of headquarters from Kerugoya to Kutus, I was affected. Therefore, I would like to take this opportunity to thank the Mediation Committee for the decision they have taken on this. Devolution came about because of getting services nearer to the people. It is the wish of this House and also the Government to take services nearer to the people. We have seen quite a lot ... view
  • 1 Dec 2016 in National Assembly: The other thing is infrastructure. It was to be considered when deciding the headquarters of any county. The other thing that was considered was accessibility to the headquarters. Quite a number of county headquarters are located where people can access them. Once we take services to the people, they will enjoy the fruits of Independence. They will also see the Government nearer to them. The other factor is convenience. In quite a number of counties, it is now convenient to visit the Governor and also the national Government offices. So, some of these areas are inseparable. In short, I support ... view
  • 12 Oct 2016 in National Assembly: Thank you, Hon. Speaker. I, the undersigned, on behalf of land owners and concerned residents of Manyatta Constituency, draw the attention of the House to the following:- THAT, in 1991, the Government compulsorily acquired plots Serial Numbers 01 to 12 - 12 plots - to construct the then Manyatta Divisionl Headquarters, which currently serves as the headquarters for Embu North District; THAT, later, the Government earmarked for acquisition 13 plots (Serial Numbers 13 to 25) to cater for the future expansion; THAT, the land owners of the 25 plots were verbally promised by Government of compensation by way of provision ... view
  • 12 Oct 2016 in National Assembly: Now, therefore, your humble Petitioners pray that the National Assembly, through the Departmental Committee on Finance, Planning and Trade:- (i) Causes the revaluation of all the 25 plots in order to reflect their current market value; and, (ii) Causes the Cabinet Secretary of the National Treasury to approve compensation to the plot owners which has been delayed for over 20 years. And your Petitioners will ever pray. Thank you, Hon. Speaker. view
  • 23 Apr 2015 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this Bill. Mines are destructive and many Kenyans have been maimed and killed by mines. In the forests and mining areas of some countries like the Democratic Republic of Congo (DRC), to date, there are some areas which no one can access because of mines. Mines are destructive and it is high time the Government of Kenya came up with a law to curb proliferation of mines and punish those who could be behind the making of mines. If you do some good research ... view
  • 2 Dec 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice. I am a member of PIC. I wish to take this opportunity to thank my able Chairman for having steered the Committee very well so far since we elected him as its Chairman. It is unfortunate that many people who have been given the responsibility to run our parastatals decide to enrich themselves by using them. You will find that after looting those parastatals, most of them wait for the general elections. They come, contest and are elected. Some of them are Members of Parliament ... view
  • 2 Dec 2014 in National Assembly: Hon. Temporary Deputy Speaker, I think the Committee on Implementation is not doing its work properly. You will find that there is a public company where an inquiry was conducted by the Departmental Committee on Agriculture, Livestock and Co- operatives in the Tenth Parliament and hon. Mututho was its Chairman. That is the Kenya Planters Co-operative Union (KPCU). Nothing has happened to those people who have looted that company up to date. Therefore, I also request that Parliament be tough with these reports. Once they are done, they should not gather dust in the shelves. If you check the wastage ... view
  • 27 Nov 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker, for giving me this opportunity to contribute to this Motion. It is unfortunate that in this era and time, we have people in towns and in bus stops moving around and stripping women. It is unfortunate. We need to curb it with immediate effect. It is sad that, up to this moment, no one has been prosecuted. I will just go straight to the issue of security forces. I want to say this with the experience as a politician and as a person who has served in the military; we need to take stock ... view
