  • 25 Mar 2021 in National Assembly: First of all, I sincerely thank all the Members who have contributed for their good comments and for unanimously supporting this Motion. Generally, these Regulations, as they have been discerned from the moving notes or from the support which was given through contributions, are meant to provide the legal framework for governing the use of tax registers. It basically seeks to enforce VAT compliance, minimise tax fraud and evasion and generally enhance the administration of VAT. view
  • 25 Mar 2021 in National Assembly: I also sincerely thank the Members of the Committee on Delegated Legislation for coming up with solid reports which have always invited support. The Committee has never lost any Motion. That shows it takes its work very seriously just like all committees of this House. view

Under Clause 36, the Mediation Committee agreed to the National Assembly amendments which provides that ‘a person shall be qualified as an early childhood education teacher if the Teacher’s Service Commission registers the person as a teacher.’ This amendment aligns the Bill with the provisions of Article 237 (3) (a) of the Constitution which provides ... view
  • 25 Feb 2021 in National Assembly: Thank you, Hon. Speaker. I rise to ask Question No.036/2021to the Cabinet Secretary for Tourism and Wildlife. (i) What immediate steps is the Ministry taking to curb the ongoing human-wildlife conflict in Kirinyaga Central, particularly on the invasions and attacks by wild dogs in Inoi Ward and parts of Kerugoya Ward, which are causing panic to school-going children and threatening the lives of residents of those areas? (ii) Could the Ministry consider compensating victims of the said human-wildlife conflict? view

  • 25 Feb 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this chance to put my voice on this important proposed County Statutory Instruments Bill (Senate Bill No. 21 of 2018). At the outset, this is a very important Bill. It should actually be supported. This Bill is actually a replica of the Statutory Instruments Act. In fact, it is almost word for word. The only issue is that it deals with devolved functions. We all know how important county assemblies are. We also know that after the 2010 Constitution, quite a number of functions were devolved and the county assemblies have ... view
  • 25 Feb 2021 in National Assembly: because they deal with Acts or Bills concerning devolved functions. This proposed County Statutory Instruments Bill is timely because now they will have their own Act on which their committees on delegated legislation and in essence the whole of the county assembly can interrogate most of the legislations, rules or regulations emanating from county executive committees. Hon. Temporary Deputy Speaker, I am a member of the Committee on Delegated Legislation. Quite a number of regulations which come to us go contrary to the parent Act or even the Constitution. We have been able to arrest them by annulling those regulations. ... view
