You will realise that from paragraphs A to H, apart from the chairperson and the director-general, all the others are principal secretaries. It is basically the Executive. I doubt whether this composition will have the intended effect if it is dominated by the Executive without putting people in academia and the corporate world, who are well versed with matters of libraries. We need to have guidance on that because, even currently, all the staff who used to be on the Tea Board, some of them were taken to other directorates within AFA.   • 1 Dec 2020 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I do agree with Hon. Millie Odhiambo and Hon. Gichimu. This is an amendment we must oppose and drop. If we allow it without much ado, it is very clear that the employees and agents of the board will misuse it. When they state “without lawful excuse”, what is that? It is very subjective and we will be criminalizing issues based on subjectivity. I think this is a poor way of trying to enforce the orders of the board. The Constitution allows everyone to challenge any Act of Parliament, not just what we are trying to make here. We do not need to put it because nothing stops someone from challenging any Act which is being infringed. It is in the Constitution. view
