Mr. Speaker, Sir, I think Wambora’s case is a very good example of a Governor who wanted to undermine the spirit of devolution. When the Governor decides to abrogate his responsibility and the job that he has been given - which he is supposed to do - to his juniors and claims he can actually pass the buck---. I think he is a very good example in this country today; that all Governors should take full responsibility for what is happening in their counties. I think we cannot leave this matter without surcharging those officers who might have helped Governor ...

With those few remarks, Mr. Speaker, Sir, let me say we are very sorry for our brother, Governor Wambora – who I know very well and we have had time together in the previous Parliaments – and I hope that this will serve as a very good case and example for the rest of Governors who do not want to follow the right channels.
