Mr. Deputy Speaker, Sir, I want to clarify this so that Kenyans understand that disaster co-ordination is under the Ministry in charge of Administration and National Security and not Ministry of State for Special Programmes. That is one thing that I wanted to say. Secondly, because Kenyans out there were in need of food and I am in charge of famine relief, I had to respond to ensure that there is enough food there. That is why I wanted to issue this Ministerial Statement.

Mr. Deputy Speaker, Sir, the statement has been directed to the docket of internal security. As far as I am concerned, I wanted hon. Members to understand that I am in charge of famine relief and not disaster management.

Mr. Deputy Speaker, Sir, let me repeat that the disaster management policy will be brought to this House for debate. But, as I speak now, disaster co-ordination is under the docket of internal security assisted by the docket of special programmes through famine relief.

Thank you, Mr. Deputy Speaker, Sir, for supporting me on that one. I do not assign myself responsibilities since it is other people's responsibilities up there to do so. However, let me comment on the KRCS. It is an auxiliary arm of the special programmes docket supporting us on disasters. I think we are not going to give our responsibility to it. Ahenda that my Ministry gives a Ministerial Statement on the earth tremors that hit Nairobi and the country at large from 12th to 18th July, 2007, I would like to state as follows:- From 12th to 18th July, 2007, this country experienced a series of tremors, which were strongly felt in Nairobi causing panic amongst city residents thus calling for the assessment of disaster preparedness in the event the tremors escalated into an earthquake. Mr. Deputy Speaker, Sir, there are so many issues but much of what hon. Members would want clarified are the issues of preparedness, and who is managing disasters in this country. They also want to understand the spread and the catastrophic effects, the costs involved and whether we have the relevant experts. Practically, it should be under my Ministry. If, by mistake, Mr. Michuki released a statement and purported he is the Minister in charge of that docket, then I think it is wrong.

Mr. Deputy Speaker, Sir, 22 PARLIAMENTARY DEBATES July 25, 2007 the issue of professionals addressing the matter is a very good idea. We should not have incompetent people tackling those matters. The hon. Member is right. That matter should have come from the experts. In future, we will follow that route.
