Firstly, the National Police Service Act is very clear, and it has given a very good proposal on how the appointment of the Inspector-General should be done. The proposed Clause 12 seems to eliminate the role of the Commission again and the requirement of public participation in the appointment of the Inspector-General. What is proposed now is simply that the President nominates a preferred candidate whose name should then be brought to Parliament for approval or rejection. I hope that the National Security Council (NSC) in considering the provisions of Section 240(8)(a) and also Section 240(6)(b) where they are also supposed to assess and appraise objectives, commitments and risks to the Republic in respect of actual and potential national security capabilities--- I say that because, already, we have a mouthful. We already have our KDF in Somalia. We have seen the backlash. We hope that now when we send troops to South Sudan, we will not have a backlash like we had in Somalia. view

This is coming barely two weeks after there was a commemoration in Rwanda. They were remembering the 20th anniversary of the genocide in Rwanda. A gang of murderous known as Intarahamwe went on a rampage and murdered a million Tutsis and moderate Hutus, and the world did not move. Our President is the Chairman of East African Community (EAC). But we almost went that way in 2007/2008. They are there, but the atrocities are still continuing. That war started in December. There was a ceasefire agreement in January, but it has been held in contempt. The killings are continuing. I want to start by observing that the politics around devolution must now come to an end because this is a very progressive Bill that clearly shows that the national Government is committed to the issues of devolution by even allocating more funds to the counties against the Constitution.   • 22 Apr 2014 in National Assembly: that there are some counties which started with completely nothing like Nyandaura County – a county that has no headquarters and whose governor hires an office on the top floor of shops and where their Assembly is in a church. So, even as we talk about equalisation and marginalised counties we should note that we need to be more careful so that we do not give funds to counties that appear to be doing alright. view
