I think we should be very careful to note that State organs should not find their solace only in courts of law because we have also seen a lot of contradictions from the judgements that are coming from courts.   • 22 Apr 2014 in National Assembly: Hon. Speaker, I like the economic stimulus allocation in this Bill. There are a lot of projects that had been allocated this fund previously and when these funds were exhausted, most of these projects were left suspended and unfinished and most of them are going to waste. I think that it is very important that these monies on economic stimulus come through the Constituencies Development Fund (CDF) because it is those committees in the CDF that started these projects and it is only fair that they proceed to use similar structures that they used to do the economic stimulus. view
  • 22 Apr 2014 in National Assembly: More importantly, I also like the fact that the Rural Electrification Fund has now gone to two levels; the county governments and also to the national Government. The reason why I say this is that we have increasingly seen that governors are now working because after one year now we can see in our respective constituencies, development taking root or going on. Governors must also be very careful when they are allocating funds to their respective constituencies because you will also find that in some counties, governors are allocating more funds to constituencies which they think supported them in the last elections.   • 1 Apr 2014 in National Assembly: Hon. Deputy Speaker, I initially made a request for a Statement to the Chairman of the Departmental Committee on Finance, Planning and Trade in May last year. He had made an undertaking in this House that he would bring a report but to- date he has not done so. I do not know whether the Leader of Majority Party will liaise with him over the same. view

Deputy Speaker, one Erastus Chemorei was, on 19th February, 2005, shot dead at his home in Kitale by 40 to 50 of his colleagues in the National Police Service. Mr. Chemorei, together with Mr. Lawrence Mwadime, were personally in charge of the key to the store where the infamous Kshs.6 billion cocaine haul was kept.   • 1 Apr 2014 in National Assembly: Hon. Deputy Speaker, I also sought the Statement last year before the First Session of this Parliament lapsed. The able Chair of the Committee had promised to give the Statement within two weeks’ time. He is now seeking two more weeks. The reason as to why we want the mystery surrounding the murder of Erastus Chemorei sorted out once and for all is because the widow of the late Chemorei and his seven children have been waiting for justice for the last nine years.
