Hon. Speaker, Sir, I say that this Bill seems to allow the State to interfere with the media industry. One of the things is that, instead of the Bill giving self-regulating mechanism to media establishments and journalists, it appears to reverse this balance of power. The effect of the reverse is the control of media in favour of the State through the Cabinet Secretary. I want to urge this House and the Committee that is responsible to look at this Bill again to try and bring amendments, so that when we pass it, we shall be passing a piece of legislation that is acceptable. We do not want to hear hue and cry from the media that we are trying to stifle them. This is because freedom to the media is freedom to the people. Unfortunately, despite them having sat for 18 sittings and taking views from over ten stakeholders, it appears that they have not really hit it where we need it. We know there have been a lot of problems within the force. We know that there have even been institutional crimes within the force itself and I think that is why we need to have the commission whose mandate is to regulate. Let us not consolidate power within the Inspector General of Police because that is what we seem to be doing. Thank you, hon. Speaker, Sir. I rise to second this important report from the Committee on Justice and Legal Affairs. This report was necessitated by a petition from the members of the Republic of Kenya wishing to exercise their constitutional rights and of course, coming through our Standing Order No.225. As has been ably prosecuted by the Chairman of the Committee, we were seized with this petition. The Speaker invoked the provisions of Standing Order No.230 and the petition was therefore, committed to the Committee on Justice and Legal Affairs.
