  • 15 Jul 2010 in National Assembly: Mr. Speaker, Sir, calculating what the Minister has given us as the cost of Chemususu Dam in relation to Masinga Dam, we get that even for today’s inflated price which is Kshs73 billion, we are still ten times more expensive per cubic metre than Chemususu. Does the Minister think it is possible and logical that Masinga Dam, going by those factors, should have cost Kshs730 billion? I would repeat for her so that she can- -- view
  • 15 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I will repeat what she has read. It reads: “Masinga Dam today would have cost Kshs73 billion, that is, Kshs46.79 per cubic metre. However, Chemususu Dam today is costing Kshs422 per cubic metre. That is about ten times more expensive than it would be.” Working backwards for the volume, on today’s value, to get the same figure of Kshs422, Masinga Dam would cost Kshs730 billion. That is ten times 73. It is simple mathematics. view
  • 14 Jul 2010 in National Assembly: Mr. Speaker, Sir, is the Minister aware that the so-called importers he is trying to protect are less than five people against 45,000 Kenyans who are growers? Further, is he aware that the same organization which deals with the millers and the association has put in their recommendation - which I would like to table? They have put a recommendation of 10 per cent? However, they have put three riders among them. They are all stating that he should invest more on agriculture. I am prepared to table this so that he can see whatever he is doing is wrong ... view
  • 14 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. Listening to the Minister for Finance is baffling! Would I be in order to request that this Question to be deferred and to give my committee about two weeks so that we can give him all the time he needs to take us round in circles and then come up with a conclusion? view
  • 14 Jul 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I seek your indulgence. Looking through these Questions, you will realize that some of them are so important to the lives of Kenyans. These Questions become the property of the House and most Kenyans. For example, this morning, over 75 percent of Kenyans were expecting to hear the answer from the Minister in response to Question No.065. Will I be in order to ask you to accommodate Question No.065 even if the chair of that particular committee would ask it? I know the Standing Orders do not expressly allow that but ... view
  • 13 Jul 2010 in National Assembly: On a point of order, Mr. Speaker, Sir. I listened to the hon. Member for Molo very carefully and the words he used were “the people have to bribe in order to be admitted”. Now, the Minister rises and says that he agrees with the hon. Member. Is he in order to admit and confirm that, indeed, to be admitted at the provincial general hospital, you must give a bribe? view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, could the Assistant Minister explain whether it was impossible to shoot that man on the leg instead of shooting to kill when there were five armed men against one man with a panga? view
  • 13 Jul 2010 in National Assembly: asked the Minister for Lands:- (a) whether he could consider the expansion of public beaches in Mombasa through compulsory land acquisition, as the only public beach – Kenyatta Beach -is dangerously congested; and, (b) when the Ministry will also open all the 18 public beaches in Lake Naivasha? view
  • 13 Jul 2010 in National Assembly: Mr. Speaker, Sir, there is one very popular beach called Kenyatta Beach in Mombasa, which is a health hazard. There is another one which is muddy and contaminated in Naivasha called Karagita. Could the Assistant Minister do something very urgently to, at least, acquire or expand the existing clumsy beaches for now, so that Kenyans’ lives are not at risk because of those messy beaches? view
