23 Oct 2008 in National Assembly:
If it would have been in order, I would have shown hon. Members, but I will not. That explains how serious this crime is. I was hit twice by a thug on Biashara Street. I thank the police because they saved my life. I am alive and that is why I am contributing here today.

23 Oct 2008 in National Assembly:
Mr. Deputy Speaker, Sir, having thanked God and the police, I would like to say that it is not good for us to continue complaining. These complaints are all over. Mr. Deputy Speaker, Sir, I would urge this House to consider something very noble. The police claim to lack transport constantly and every day. If we could allow the police to import duty- free vehicles which are also equipped with police gadgets and are unmarked, they would respond on site very fast. If they also had the radio communication which is owned by the State, then at any point where ...

21 Oct 2008 in National Assembly:
asked the Minister for Roads whether, considering the fact that during the construction of Maai Mahui-Lanet Road, motorist diversions caused immense damage to roads within Naivasha Municipality, Gilgil and Mbaruk, he could authorise the contractors to use the contingencies under this contract to work on the 18 kilometres of roads within Naivasha Municipality and ten kilometres in Gilgil Township and Mbaruk.

21 Oct 2008 in National Assembly:
Mr. Speaker, Sir, first of all, I want to thank the Minister for that very short answer. I want to thank him mainly because he has done a very good road. Indeed, we expect his resident engineer to appear in the next list of the people who will be decorated by the Head of State, or who will be promoted at the very least. However, while that wonderful road in Naivasha was being constructed, four-axle trucks passed through the town and destroyed the culverts and other little things. There are about ten kilometres inside the town that the local authority ...

21 Oct 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I beg to support. In supporting this Motion, I want to ask the Ministry to seriously consider capacity building amongst the District Development Officers (DDO). As of now, the DDOs are supposed to steer all the development that is going to be done and implemented in this country. They, however, do not have the capacity and the necessary infrastructure to bring the plans forward. Mr. Temporary Deputy Speaker, Sir, I am sure the Minister is listening very carefully. To prove the point, look at Nairobi, Head 204, Sub Head 0000, Item 3111400, that is an ...

21 Oct 2008 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, I am sorry; I stand corrected. If you invest in Dubai, you must have 51 per cent local component, but in Kenya, that condition does not exist. This morning, we heard stories about roads that cannot be completed because our contractors do not have capacity. This Ministry is supposed to structure something, so that we do it the way it is done in Dubai. Anybody who wants to come and invest in a construction company, or a mining company, they must own 49 per cent, no more. This means that 51 per cent ownership must ...

Mr. Deputy Speaker, Sir, we debated this Bill at length last week and contributed all the good points that we could. Would I be in order to ask the Mover to reply?

16 Oct 2008 in National Assembly:
On a point of order, Madam Temporary Deputy Speaker. Indeed, this is too serious; everybody is now talking about us. We have two whips from the Government side. There is no reason on earth why this thing should be going like this. Could you issue a ruling? I think we have four whips, yet we are being accused and people are at the coffee place. Could you issue a ruling, so that we know whether we have Government whips or not? We can come back to the House and elect other whips? We cannot keep on interrupting the business of ...

15 Oct 2008 in National Assembly:
Mr. Deputy Speaker, Sir, when the Grand Regency Hotel issue came here, because it affected a few urbanites, everybody rose up, but when the poor farmers' money, Kshs2.3 billion, is confirmed stolen, the Assistant Minister treats the issue very casually. Let me put it to him that, there is a scam by that same Ministry to have another factory and to "kill" all those farmers; it is an organised death. Could he confirm that the Ministry is not aware of another factory that is part of the scheme about stealing this money and also killing the pyrethrum industry?
