asked the Minister for Information and Communications:- (a) whether he could provide a breakdown of Government expenditure on advertisements in each media house per year and cumulatively from 2005 to-date; (b) whether he could provide the list of top 20 Ministries in spending in each of the media entities in descending order; and, (c) whether he could also table all the contracts that were used in procuring those advertisements and/or promotions.

Mr. Temporary Deputy Speaker, Sir, I would have no difficulties in this Question being answered tomorrow. However, the answer they have provided is the same one they have provided three times in this House. There is no change in substance or anything. Could they bring a new answer tomorrow?

On a point of order, Mr. Speaker, Sir. Is the Minister in order to mislead this House by saying that these programmes are in the Vision 2030, yet he now says that whatever we have been discussing here is a private venture by individuals? Is he in order to mislead the House that the Government is doing something when we know that it has done nothing on the problem facing fisheries in Lake Turkana?

Mr. Temporary Deputy Speaker, Sir, I rise to second this very important Bill and thank Dr. Otichilo who has never stopped to amuse me of his capture of science. He reduces it not only to politics, but to everyday life. Dr. Otichilo, this is good. What he is trying to say in this particular Bill is that we need an Authority which will be ready to respond to specific challenges to do with climate change.
