3 Oct 2012 in National Assembly:
Madam Temporary Deputy Speaker, Sir, I am just excited. With due respect, just give me half a second. I am looking at that one day when, when you are approaching Capitol Hill, you are approaching the financial capital of Africa; that is Upper Hill, Nairobi. I thank you and congratulate the staff and Minister for Finance. Thank you.

3 Oct 2012 in National Assembly:
Madam Temporary Deputy Speaker, in supporting this policy, I want to say that we should now convert the huge population and the high level of elite into a resource. No country can develop unless it has the human resource. Right now, we should focus on what the Prime Minister of Malaysia, when we met him sometimes last year, declared that Kenya can develop. Is the Assistant Minister satisfied that those directors have no relationship with any member of staff or themselves at the Ministry of Roads?

27 Sep 2012 in National Assembly:
Mr. Speaker, Sir, I seek your indulgence in stating that, although we started in good time and went straight out to do the Busia investigation, we were hit by a court order which was ill-advised as the court ruling ended up stating. Subsequently, a lot of time was wasted during that particular time. Mr. Speaker, Sir, we are now ready and have done a lot of work, save for two witnesses. One among them is the former Attorney-General and the former Kenya Sugar Board boss who have, somehow, refused to appear before the Committee. But, with your indulgence, we can ...

26 Sep 2012 in National Assembly:
Mr. Temporary Deputy Speaker, Sir, the effect of terrorism is causing fear. As the Americans say, they get it wrong all the time. However, that one time when they get it right, they cause immense fear. I wish that the Minister addresses the prohibitive measures in this Bill so that they do not make those attempts in the first instance. Mr. Temporary Deputy Speaker, Sir, you will recall that most of the people who have been attacked in this country and abroad were not necessarily attacked by people whom you would think were enemies. Isaac Rabin of Israel was not ...

25 Sep 2012 in National Assembly:
Mr. Temporary Deputy Chairman, Sir, I think it will be good we go by the negotiated position because truly, most of us have driven for millions of kilometers. It may be a freak of a moment and then it ends up being dangerous driving because your car swerved and caused death on the side. I think it is important that we look at the circumstances plus the penalties imposed in the Penal Code for people who
