Madam Temporary Deputy Speaker, I rise to present a petition on behalf of the many Kenyans who have been maimed and killed by wildlife. We, the undersigned, being Kenyans, representative of the farmers from Laikipia, Nakuru, Samburu, Taita Taveta, Kajiado and Narok counties dealing with livestock and agricultural farming, seek to bring to the attention of the Government through Parliament that we legally and individually own pieces of land within our counties in areas where human/wildlife conflict has been rampant, greatly affecting our livelihoods over the years where wild animals have perennially attacked and killed or injured both human beings ...

Mr. Speaker, Sir, which accounting procedure is the Minister trying to introduce; battering debts and abdicating your role as a Ministry just to avoid the debt? Can you confirm that you will pay that money because what you are calling Kshs334 million or whatever it is, is supposed to be your job? You cannot batter your role and what you are paid for and assigned to do by refusing to pay what you owe to others.

Mr. Speaker, Sir, the money that the Minister purports to pay that particular company is money that is voted from the Exchequer here for specific purposes as required by the law. It is not a gift. It is not meant to go and settle her debts with the companies where she consumes the goods, just like furniture. When will you settle those bills as per the recommendation by the Auditor-General?

Is the Minister in order to tell this House that, indeed, the NYS did not have the resources whereas there are 4,000 bags of fertilizer which have remained in the stores in Bura, and they have been stolen, bit by bit? We were at Bura and saw that physically. We also saw some seeds that had expired. What other resources do they require, yet they have equipment and water and they have also cleared the land? What other resources do they really require to do farming on the 3,100 acres? This was the situation ...
