From western Kenya I can count not less than nine cabinet Ministers. In Nakuru, the last one was appointed in 1966. These Ministers drive cars, fuel there and eat there and that is development. It has been nine years of negotiations. That is nine years of trying to convert colonial laws that had a philosophy of commercializing African agriculture by protecting the supremacy of European agriculture. To say the least, first and foremost, there are over 40 Ministries and the response is on 23 Ministries. This means that there is a whole lot of Ministries that are not covered. In part (b), he has talked of responsive Ministries. That means that some could be of a lesser importance and others are supposed to report. We have not bothered with that.
