For example, we had small exporters who were selling French beans to companies in Europe. Sometimes, when those companies had cash flow problems, they declared the produce was not worthy. Whereas this is very important, I think it is important for the Movers to see which way we can gear this proposal to focus on the right institution. I do not believe it should be the Competition Authority of Kenya (CAK). We should also see if we can use other instruments like the law of contract, insurance and probably banking. Mbui was saying. In respect of what is before the Floor, I can only congratulate the committee and say that any efforts towards simplification are very good. The tax code is never simple even when it is simplified. Anything that makes it easier than the prior requirements is welcome. It means you can collect tax at a minimum cost. That is why it is fair to comment and raise the alarm that any manner of appropriation that yields resources and the resources are not used optimally is something we need to worry about. These issues will come up since we are in the Budget season; the Supplementary Budget is before us. We should not just let things go because we have the powers to appropriate the funds for which we will pay. Sometimes we could have saved citizens in terms of its timing, magnitude and incidents. But this is because we are doing things in an ad hoc manner. Let us have a general principle embedded in law so that people can know how they will benefit irrespective of whether you retire while in good books of Government or bad books of your party or whatever the case might be.
