It seemed like oversight should be done only by the Minority Party and not the Majority Party. Parliament has a fundamental role to oversee the Executive. Now that we can hear each other, I was saying that we have enjoined the responsibility of overseeing the Executive whether or not you are in the Majority Party or the Minority Party. There is a purpose for this process. We get policies and programmes that are in line with the public policy that has been agreed upon and presented to this House. The quality for committee discussions depends on the intensity with which Members apply themselves during the proceedings of committees. Technical appearances at committees undermine the capacity of committees to produce harmonious reports at the end of the day. We should have a way in which we get certain minimum critical participation in committees that are always involved in sometimes fairly controversial work. I come from Nambale Constituency, Busia County; the border county where trade is extremely important. I wish that the members that have been elected today will be East Africans first, Kenyans second and in that role help build the economy of East Africa, so that our people can have jobs and opportunities. It is an institution that is intended to help drive the economies of the member countries in this region. It has suffered setbacks from time to time over the last 40 to 50 years. It is, again, beginning to struggle. We can see the political orientation of the Heads of State of the member countries. They do not always seem to pull in the same direction. We have people who have seen this from the beginning, particularly the last 50 years from the mid-1960s, when we moved from the East African Common Service Organisation to what has now become the Community.
