I know that when you talk about good planning, it looks like motherhood and everybody needs to support it. However, reading through this Bill, first of all, if it was just simply prose it would be bombastic without conveying the messages clearly as it should. Having said all that, it is indeed very pathetic the way markets and towns are mushrooming and everybody can see that. There are many towns in this country whose roads look like what you find in Lamu, whose roads were built by virtue of ancientness of the city but not because of lack of planning. I would want this recommendation to take effect prior to next week so that we can stop that rush. There is a huge pool of talent in this House. I would, therefore, want the seats of committee chairs to be designated to provide for a simple way of finding out which chair is always empty. Hon. Speaker, those are the two substantive points I was suggesting; that, membership to the PSC be restricted to a single term.   • 7 Dec 2017 in National Assembly: Thank you, Hon. Temporary Deputy Chairperson. The wording in Standing Order No. 174, despite the verbal clarification, is still vague. The proposed amendment in Standing Order No. 174 (b) says: “a Member who is a Chairperson of a committee or a member of the Parliamentary Service Commission appointed under Article 127(2)(c) of the Constitution shall not serve in more than one committee.” This would imply, as I read it, that the chairperson will not serve in another committee.   • 7 Dec 2017 in National Assembly: Hon. Temporary Deputy Chairlady, I fully agree with the rationale of how busy the Committee is and the mutation question. However, a committee of 27 Members, including the chair is the size of the old committees which we had. I was in the Departmental Committee on Finance and National Planning and the number of Members was not enough. We should have had a bigger number of Members in that Committee. This number is rather modest. I doubt that it will help meet that objective of mutation fully while giving the critical number. view
