Whereas the immediate reference might be Webuye Town, the truth of the matter is that the 1,200 people come from far and wide, much beyond the region that is directly affected by virtue of the closure of the factory. First, it is unfortunate that despite the fact that the decision to host the Ministerial WTO Conference was made at least a year ago, this matter was brought to the relevant Parliamentary Committee in the last 24 hours. There is no excuse at all for this not to have been cleared by Parliament. There are many advantages which have been highlighted by previous speakers. I will not bother to mention them again. What does it mean for our very valuable contribution to the world in, say, wildlife management?   • 2 Dec 2015 in National Assembly: I just wish that we had had such clarity under Clause 8 about signatories at the constituency level where we know the district accountant is the mandatory signatory. It is not mentioned. It is silent here. This explicit mention would have been the better thing to do like they have done with the Fund account.
