First and foremost, I support the proposed amendment in the Bill before us that county governments should get sufficient protection to make decisions that are helpful for promoting development in the respective counties. That is paramount. The only discussion can be on the details. view
  • 19 Nov 2015 in National Assembly: First, I step back by saying that expenditures of public sector, even in most capitalist countries are extremely crucial in fostering development across the sectors in whatever they want to do. In so doing, it does not always match with the flow of public resources. So, there is a mismatch and the public sector has to rely highly on the banking sector or some public private partnerships.   • 19 Nov 2015 in National Assembly: We are aware of bills that are even part of the usual tactical manoeuvres and are settled towards the end of June. Some of the bills have been incurred well ahead of that deadline, but are not paid. If you listen to the arguments of those who should pay and those who should be paid, you get a sense that sometimes the delays are tactical.   • 17 Nov 2015 in National Assembly: Hon. Temporary Deputy Chairlady, I really wanted to contribute to the previous amendment. On this one, I prefer the most flexible requirement because people do not get jobs within a year after completion of their undergraduate studies, not even within five years and that causes hardship as well. I support the amendment. view

  • 12 Nov 2015 in National Assembly: My prayer is that you allow the House to reflect on the weighty question of whether or not you can invite the CJ and how to split that between his two roles. On the first issue of whether or not we did not hear him, there was sufficient time. It has taken a lot of time. To take it back is to set precedent for people, like you said earlier on, to listen and say they ought to have been there. I submit. view

I rise with mixed feelings on the various amendments although I fully understand and appreciate the fact that when they are making small changes, this is the way to do it. However, in doing this, some very significant changes occur as is in this case. So, while I support the principle of the Statute Law (Miscellaneous Amendments) Bill, the House leadership should help us minimize the presentation of Bills that are touching on significant changes like the IPOA that will significantly shift the powers that are embedded by other laws in the Executive. First of all, I thank the Chairman for updating us but, I want to express a concern that given the fact that we have already lost a quarter, that rate of disbursement would delay the release of funds quite substantially into the year. For constituencies that might be ready, they may be held back. I have an experience from last year in which I would like to suggest that the Board finds ways of improving their responsiveness.   • 21 Oct 2015 in National Assembly: anything in writing in respect of my constituency. I had expected that they would say something but that communication did not come through. I just want to plead with them that with today’s technology, they can be more responsive and much faster, otherwise we are eagerly looking forward to the disbursements. view
