  • 9 Jun 2021 in National Assembly: Let me move quickly because I can see my time is running out. With regard to pending bills, in addition to what we have officially as debt, if we can get an accurate figure… When I will present my Bill later, you will see that those figures are not clear. Pending bills are a forced form of lending by the business sector. You force them to lend and tell them you will pay, but you do not pay. What can they do? When you would have gone to court, they say let us first get a forensic review of this ... view
  • 9 Jun 2021 in National Assembly: As I conclude, the current Budget allocations on critical areas like higher education, roads and infrastructure in many parts of the country have been starved. When we talk of pending projects, we have a road in my constituency …. view

  • 30 Mar 2021 in National Assembly: Thank you, Hon. Speaker. I want to comment on both Petitions. The first Petition by Hon. Injendi Malulu on the lady who was shot on the balcony demonstrates the process of suing Government. It demonstrates one of the limited opportunities for an ordinary citizen to seek redress from the big uncle called government. I am rather disappointed because I did not know what Hon. Olago Aluoch has said that in fact executing financial redress on government is next to impossible. If that is the case, it really needs to be changed. There is also a fiscal aspect to it that ... view
  • 30 Mar 2021 in National Assembly: Thank you, Hon. Speaker. Let me also weigh in on this critical discussion. I support the spirit of taking a recess. I had hoped that the new ones that had been introduced by the Member for Rarieda would have been helpful. Be it as it may, I support the Motion. There are a number of key issues that we should use this opportunity to highlight. First, let me thank you for protecting the autonomy of Parliament. We cannot overstate that. It is very important because its implications would have been grave if that had not been done. Secondly, COVID-19 is ... view
  • 30 Mar 2021 in National Assembly: We are looking for quality and I was waiting to hear what this quality was. We do one at a time and observe how it is going before we can move.” There is no time for that kind of thing. As I conclude and as I summarize my views on this, I agree with the proposals that we have passed this evening. I think it is time to tell the President that we are in a bad place and he knows that. I know it is a difficult balancing, but that balancing must now include economic support to the vulnerable. ... view
  • 25 Mar 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I support the proposed Regulations. The idea is definitely the right direction. The KRA, as our fiscal agent, will be in a much better position when they have digitized such an important tax like VAT. My hope is that the KRA systems will go in the same direction. I hope their systems will be digitized so that they can be accessible by all taxpayers and non-taxpayers who want to see what is happening. I hope they will make it more responsive to clients’ needs where refunds are involved because they will see it at ... view

  • 25 Mar 2021 in National Assembly: collect all that we are due to collect but I want to go one step back and ask whether really we have to get to this level of taxation to achieve the same benefit. The pride in bigger and bigger budgets has to be tempered with a realistic assessment of whether those budgets are indeed needed or not. It is common knowledge that nowadays we frequently fall short of our revenue collection targets. One of the reasons may be inefficiencies, which digitization may minimize and improve. The other reason is simply because we match our realizable revenue collection with expenditure ... view
