So, if we could get a language that captures that position, it would be a better option. Secondly, is the Cabinet Secretary we are referring to the one for Finance or the one for the National Treasury? The Constitution refers to the Cabinet Secretary for the National Treasury. view

I would urge the House that as we ventilate on this to think critically about cause and effect. We have had a continuing crisis in the health sector for years, and it has not abated. The fact that people buy drugs when they are in hospital has been known for years and years, at least in the part of the world where I come from, where we have Busia District Hospital and county hospitals. view

The devolution process has probably just made it worse, but this is a curse that we have been living with for a long time and it needs to be addressed. • 20 Aug 2014 in National Assembly: Devolution of the small hospitals, where you get quality service, means that they do not report to anybody above them and are well managed. It is the quality of management of those facilities that we need, whether in national hospitals, referral hospitals or the smallest clinics. We should focus on how to improve the quality of healthcare rather than think in terms of re-centralization as the solution. Re-centralization itself will bring nothing to improve management. These are the actions that are contributing in our own cultural and daily living to issues that translate later into climate change. • 1 Jul 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to contribute to this Bill. In principle, I support the idea of setting up an institution that will look at accreditation and other forms of harmonization and standardization. I think it is long overdue particularly in a liberalized education environment; the fact is that we have a wide range of our students outside this country. We have a wide range of students in various institutions across counties and so on. So, this will bring some order to the whole process of getting a uniform and standardized qualification framework. view
• 1 Jul 2014 in National Assembly: My worries are that we are setting up yet another authority. We are in a year in which the wage bill is a major concern. I had wished as this debate was initiated that we got this authority as an appendage to an existing institution until it builds up sufficiently and then we can pluck it off.
