  • 16 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, as I stand here, I was shocked when I heard the Vice- President and Minister for Home Affairs, who is also the Leader of Government Business, say that we are tired. He also said that there is a lot of Business that has not been carried out by this House. I thought it is the business of the Leader of Government Business, together with the Government, August 16, 2007 PARLIAMENTARY DEBATES 3265 to bring business here, and not hon. Members! That does not hold any water, despite the fact that, I am in this Government. ... view
  • 16 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is my considered opinion that this Government should be kept in office until its term is over. The only way to keep these Ministers in their offices is to retain them in this Parliament, until the time is over. I beg to oppose this Motion! view
  • 24 Jul 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. Allow me to join my colleagues to thank the Minister for having moved this Vote of the Ministry of Roads and Public Works so ably. I want to thank him for the time he has been in the Ministry. For the one year and a half years he has been in the Ministry, he has run it so ably that whenever we travel in this country, we see a lot of work being done. 2708 PARLIAMENTARY DEBATES July 24, 2007 I want also to thank the Minister for having realised that Mt. • 12 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, allow me to thank the Minister and his team from the Ministry of State for Administration and National Security for the good work they are doing, and especially to reform the Police Force, which is always in contact with the civilians. If you look at where we were in 2002 and where we are today, there is a big difference. The police are becoming more civil everyday. I want to congratulate this particular Ministry for what it is doing. I want to further congratulate the Minister for taking care of the welfare of the police. ... view

  • 12 Jul 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to take this opportunity to congratulate the Minister for having moved this Vote humbly and receiving a substantial amount of money. I hope the Minister will use this money to mobilise his officers to disarm all those groups coming up in Mt. Elgon 2514 PARLIAMENTARY DEBATES July 12,2006 District and harassing the community. • 27 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, the Member has said very clearly that he did not mention anybody. But the import of what he said is that the Minister actually colluded with that person at the Port of Mombasa. That is what he meant, because he was saying he was waiting for the Minister to make that pronunciation. view
  • 26 Jun 2007 in National Assembly: Thank you, Mr. Speaker, Sir. I want to join my colleagues who have already lauded the Minister for Finance for presenting the Printed Estimates for the year 2007/2008. The Minister allocated a lot of money to the Ministry of Education, Ministry of State for Provincial Administration and Internal Security and Ministry of State for Defence. This money has been allocated to give services to Kenyans. Looking at the Ministry of Education, a lot of money has been allocated under the Recurrent Expenditure; about Kshs96 billion. But my concern, as the representative of the people of Mt. Elgon, is that this ... view
  • 26 Jun 2007 in National Assembly: Mr. Deputy Speaker, Sir, another dimension has been introduced in the same area. Whereas the Government is collecting taxes from the people of Mt. Elgon, because of the insecurity which has continued in that area, there is now a rag-tag group among the so-called Sabaot Land Defence Force, which has taken over that particular area and it is collecting from people what it refers to as protection fees. The people of Mt. Elgon are asking: "Where is the Government? Why are we being asked to pay protection fees?" The group is asking as much as Kshs70,000 from those who are ... view
