Thank you, hon. Temporary Deputy Speaker. Allow me to start by thanking my colleague, hon. Gatobu, whom I admire because he came in as an independent candidate just as Mheshimiwa Serut. It is not easy to come to this House as an independent candidate. This is a Motion about the poor children, children from poor families and who cannot afford school fees. These children are bright but because of lack of fees they cannot access education.

Hon. Temporary Deputy Speaker, the establishment of a databank is for purposes of identification and I want to thank hon. Gatobu because you cannot look for funds without knowing the numbers. I support this particular Motion and I want to urge the Government that it assists the constituencies where we have bright children to establish databanks at the county levels for purposes of sourcing for funds.

Thank you, hon. Deputy Speaker. Before the Division Bell was rung, I was saying that at the outset I oppose this Motion. Reading through this Motion, it envisages a situation where if these parastatals we are talking of are transferred to the respective counties, it would boost the revenue. The Mover of this Motion did not convince us and neither did he tell the House how this was going to happen. Thank you, hon. Speaker, Sir, for recognizing me at last. This Motion would not have come here at a better time than now. If you do not know, we in Mount Elgon keep animals; we are livestock farmers. I know that because we are in Western Province, most people think we do not keep livestock. In fact, we do so.

The only way the Government can be provoked into providing services, which include water and pans and boreholes, is through a Motion on insurance like this one. Once the Government knows it has to restock animals for us in case of drought and when our animals die, it will ensure that there is enough water and pasture. Thank you, hon. Speaker, Sir, for cautioning that particular hon. Member. All I am saying is that the only way we can cushion livestock farmers is to ensure that there is accountability as far as their animals are concerned. The accountability will be there only if the Government also takes livestock farmers seriously, and if there will be an insurance.
