  • 25 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. I do not know what the Chairman is referring to as “not rampant crime”. By his Statement, a number of crimes have taken place in Mwala, but that is not what I wanted to say. What I wanted to ask the Chairman of the Departmental Committee on Administration and National Security is: Can he table the list of all the vehicles to the various constituencies? What is increasing the rate of crime is lack of prompt response by police officers in most of the constituencies? view
  • 18 Jul 2013 in National Assembly: Thank you Chair. What I would like to inform Members is that the originator of the six months extension is the Cabinet Secretary himself. I am a Member of the view
  • 18 Jul 2013 in National Assembly: Thank you. All I was trying to do was to respond to the issue that hon. Chepkonga had raised. He said that the Leader of Majority Party had received communication from the Cabinet Secretary. I had to put the record straight. The Cabinet Secretary was the originator of the six months. As a Committee, we agreed that we will endorse the six months extension, giving it a total of 12 months. view
  • 18 Jul 2013 in National Assembly: Hon. Chair, if the Cabinet Secretary is uncomfortable with this particular Act being in place within six months, he can bring an amendment. view
  • 18 Jul 2013 in National Assembly: Thank you hon. Temporary Deputy Speaker, Sir. I am a Member of the Agriculture, Livestock and Cooperatives Committee and I would like to take this opportunity to thank hon. Members who have passed the extension and I hope it is going to assist us to ventilate view
  • 9 Jul 2013 in National Assembly: Thank you, hon. Deputy Speaker. “Corruption” is a well known word in this country. Anybody will tell you there is corruption. This Motion is about urging the Government to put in place measures to curb corruption. The Government has already put there measures to deal with corruption. One of them is reforms in the Judiciary. With reforms in the Judiciary, the issue of corruption will be dealt with in this country. Another one is reforms in the police force which are going on. Another one is the reforms amongst the leadership including this House. For any person who aspires to ... view
  • 9 Jul 2013 in National Assembly: Hon. Deputy Speaker, I want to oppose this Motion and ask this House to also oppose it. Let us have the Government deal with corruption using those institutions that have been put in place and also those institutions that are already in motion, which include the Judiciary and also the advocates of this country who have already been told by the Law Society of Kenya (LSK) that they have to change their ways of dealing with issues. With that in place, I see that corruption will be wiped out. view
  • 9 Jul 2013 in National Assembly: I am a bit concerned that this Motion has been a bit selective because it is trying to deal with an issue which has already been dealt with or is still in the process of being dealt with by the Judiciary. Why are we not talking of the molasses scam? Why are we not talking of the Youth Enterprise Development Fund? The Fund is still fresh in our minds and nobody is telling us what happened to the money which was under the ambit of the then Prime Minister of this country. Bringing Motions which are selective will not assist ... view
  • 25 Jun 2013 in National Assembly: Thank you, hon. Speaker, Sir. I stand under Standing Order No.95. The Committee has spoken and it is an organ of this House. They have told us what they agreed at the Committee level. Would I be in order to request you to call upon the Mover to reply, so that we can move on to the rest of the nominees? view
