In this case, the clause seeks a donation of those powers to arrest from the DPP so that it can effect arrests on behalf of the DPP just like the agency of environment and others have arresting powers donated to them.   • 19 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I rise to oppose that amendment. I want the Chair to listen to me. A community is never defined by the registration of land; a community stands on its own and lives on land. Therefore, the first person to be defined is the community and then the land. If that is the case, I want to speak from experience that these monies are being given as compensation to a definite community. Why should the county government hold it?   • 14 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Allow me to join my colleagues in congratulating the President for his Speech on the State of the Nation Address. I want to thank the President for the way he composed himself despite some of our colleagues trying to derail him from reading his Speech. The President smiled and took it easy and addressed the nation from this Chamber. I want to start where my colleague, Mhe. Kaluma, has just left. I want to tell him Kenya remains one State.   • 14 Apr 2016 in National Assembly: This is a unitary state, whether you like it or not. I want to tell you in no uncertain terms that Kenya is a unitary State. So, trying to confuse Kenyans by telling us that we have 48 governments is neither here nor there. Secondly, I also want to tell my colleague that resources have never been equally distributed anywhere in the world. Resources can be equitably distributed.
