Hon. Temporary Deputy Chairman, I agree with the Chair’s position on this. The issue of spouse is definite and limits conflicts. The moment we introduce the word “partner”, I know we will have very many partners coming to fight for a body.

I am not opposing. Given what the Chair has explained, I support her sentiments. However, I want to plead with the House that whatever we resolved yesterday on the amendment by Hon. Wario be subject to recommittal, so that we rescind that decision. We cannot legislate selectively.

Hon. Temporary Deputy Chairlady, is Hon. Wamunyinyi in order to refer to that particular piece of land, which is occupied by the Sabaots from Mount Elgon, as in dispute? Who is it in dispute with? People have lived in Kitalale from 1992. It is not in dispute. Hon. Wamunyinyi, be sincere to this House. Please, do not mislead the House.

Thank you, Hon. Temporary Deputy Chairlady. I had wanted to bring an amendment that instead of the word “Authority”, we introduce the word “board”, but now that it has been overtaken by events, I have no problem joining my colleagues in amending that provision that we have two nominees appointed by the CoGs. That amendment is in order and I have no problem with it.

Thank you, Hon. Temporary Deputy Chairlady. I have listened to the Vice- Chairman of the Departmental Committee on Administration and National Security. It is illegal for any Kenyan to live and have permanent structures in any gazetted forest. Hunters and gatherers have been living in forests from time immemorial.

It is a policy. People who manage forests on behalf of communities are known as Community Forest Association (CFA). I do not understand what the Vice-Chairman is trying to say. I want him to come clear on this because people are in that forest illegally.
