Amendment to the Constitution is very important to this country. As Members of this House, we need to consider moving the general elections date either from August to December or leaving it in August as the Constitution says. Holding general elections in August affects the school calendar because when we hold elections, there is interference. I propose that we consider moving this date to December when people are relaxed. Kenyans are used to holding general elections in December. In December, there is no interference because people go to parties and enjoy visiting other people and seeing their relatives. That time ...

Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to speak. This Bill is long overdue. It is important that it has come from the Senate because if you observe from 2010 till today, it is long overdue. When you talk about urban areas and cities, this country needs proper planning. The population suggested of about 10,000 to 20,000 people is good. Public participation in this Bill must be observed keenly. It is very urgent that participation of the public should be considered. I support this Report and request my colleagues to approve the list of nominees. Hon. Temporary Deputy Speaker, we went through the application of every nominee who appeared before us and they satisfied us during the interview. The President tried because he could not nominate 42 commissioners. He only wanted eight. We are Members of the National Assembly and should not be tribal. I heard some talk about a nominee’s integrity while she worked with the Independent Electoral and Boundaries Commission (IEBC) and let us not go that route. As a Member for Sirisia, I am going to miss the former IPOA because it was doing a very good job. I like somebody who can stand by his word. During the 11th Parliament, the former IPOA rejected the recruitment of police officers. I was in the same committee then. We summoned them to appear before us and I asked its Chairman who had appointed him to that position. He answered that the President. recruitment was flawed. They stood by their word and even when it came to the House, they did not change their stand and that was an authority that would take this country forward.

We appreciate what they have been doing. I think the next Authority will also follow suit. I am sure the President has appointed people of integrity. When we interviewed them, we tried to interrogate them whether they will also follow suit as the former Authority and they said yes. They said they will not give room for manipulation even from the Committee’s Chairman. So, this country needs IPOA as it was before.
