  • 17 Mar 2020 in Senate: Mr. Speaker, Sir, I urge Members to support this amendment. If we do not, Kenya will be the third Parliament in the world - with only four cases - to suspend or adjourn the sittings, after Canada, where the Prime Minister’s wife has been diagnosed with Coronavirus (COVID-19) and Iran. Even China has been meeting in one way or another. Let us not run away. This is the time to show leadership, show support and do oversight. Sen. Dullo said that we need to know how much has been given to the counties. We cannot know that when are at ... view
  • 17 Mar 2020 in Senate: Thank you, Madam Temporary Speaker. Today, technology has let me down because I was here very early, but my card was not reflecting. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Mar 2020 in Senate: There is a reason Article 1 of the Constitution says that sovereign power belongs to the people. There are two ways to express it; either directly or through their elected representatives. That is the reason the Congress of the United States has not adjourned. Similarly, the House of Commons and the House of Lords have not adjourned because, it is exceptional circumstances, maybe even in a state of emergency, that then people can suspend that sovereignty and leave it to other arms of Government, like the military or the executive. Even though I agree with the amendment by Sen. Ochillo-Ayacko ... view
  • 17 Mar 2020 in Senate: Madam Temporary Speaker, at this point, we should be talking about the proposal that was given on cashless transactions by the Government. How are we going to sit down with Cabinet Secretary, Mr. Ukur Yatani and the Central Bank to agree on how to effect these cashless transactions for the next one month? That is the work of the Senate. That is what we need to be talking about. Regarding cushioning the poor in the informal settlements, Nairobians cannot have the luxury of having social distancing in markets and bus stations. If you go to Kencom right now, you will ... view
  • 4 Mar 2020 in Senate: Thank you, Mr. Speaker, Sir. Allow me, on behalf of the House, to first welcome the students from Makadara in Nairobi. These are my constituents. I ask that they feel very welcome and see what their Senator is doing amongst other Senators. Let them also know that one day, whatever they choose to put their minds to, especially the girls who are there, noting that 8th March, will be International Women’s Day, if they are disciplined, believe in God and their abilities, they will make it. I am looking forward to visiting them soon. I want to thank Sen. Kihika, ... view
  • 4 Mar 2020 in Senate: You are wondering why we left you. The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 4 Mar 2020 in Senate: Mr. Speaker, Sir, the campaign for gender equality is one that affects us all. In fact, this year’s theme for the International Women’s Day is: “I am Generation Equality: Realizing Women’s Right; Each for Equal.” That is the hash tag. It is talking about the campaign moving one generation lower. It is not just any other International Women’s Day. This year is the five-year milestone towards achieving the Sustainable Development Goals (SDGs). It is the 20th Anniversary of the United Nations (UN) Security Council Resolution 1325 on Women, Peace and Security and also the 10th Anniversary of the UN Women ... view
  • 4 Mar 2020 in Senate: Mr. Speaker, Sir, is it in order that he speaks very well for 10 minutes and spoils the last minute by bringing in the Jubilee Government. The case is the same in all our parties, including Wiper Democratic Movement-Kenya (WDM-K). The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 4 Mar 2020 in Senate: Mr. Speaker, Sir, I really feel for the Senator for all she went through. As she says that, she should remind this House that courtesy of Jubilee party, she is the first female Deputy Leader of Majority. Even when you bite, you must blow a bit. view
  • 3 Mar 2020 in Senate: Thank you, Mr. Speaker, Sir. First of all, allow me to acknowledge on behalf of the Senate and to welcome this group from Dagoretti North Constituency. This is one of the 17 constituencies in Nairobi. These are not students and teachers but they are part of a cohort of young men and women who are part of a mentorship programme under the office of the Senator of Nairobi. I want to thank your office because you have been gracious enough; this is the third lot from the 17 constituencies that have come here. They have been welcomed very well in ... view
