Can he kindly substantiate what this Nairobi business community he is talking about is and how it is being entrenched? I have not seen any reference to that in the Bill. The only one I know is the Nairobi Central Business District Association (NCBDA) that is a registered entity. This Nairobi business community being entrenched is not in the Bill. Whether that provision – about a centralized operation of the Ministry is good or not – can be debated.
