Hili ni jambo ambalo lazima liagaliwe kikamilifu. Hatutazungumza mambo ya IDPs milele katika taifa letu. Wale IDPs waliopata fidia ni wale waliokuwa kwenye mahema. It is important that when a decision is being made on division of revenue; before we go to the horizontal division amongst counties, we have to make sure that the decision of how much money we are giving to that level of government is an objective decision based on the actual cost of running that level of devolution.
