First is to offer our condolences to the families of the slain girls, especially Sharon and the lady in Isiolo. Outa is one of the most astute and passionate Members of my Committee on Security, Defence and Foreign Relations. I would like to know, from the Leadership and the Whip, why he is being removed from an already strained committee and why he is getting more responsibilities. Universal healthcare is an important part of the Big Four agenda and our lives as a country that the Senate should take its place to innovate for. In fact, if we innovate well enough, it will be even much cheaper than it has been envisaged. Of course, you know the kind of burden on Kenyans right now. Our Standing Orders are clear on the role of the Committee on Health; to consider all matters relating to medical services, public health and sanitation. The issues that the Vice Chairperson is telling us are very weighty. He should not tell us about them casually. He should have brought a report from the Committee on Health after they have sent themselves to investigate these issues. George Khaniri has said about discrimination. However, beyond that, I am struggling to understand, and I hope one of the female Members might let us know how the headscarf translates into the vote. If you look at Standing Order 232(1) and (2) as well as Standing Order 226, and I am raising this concern as a Chairperson--- When Sen. Ndwiga asked whether you can commit it first before comments, I referred to Standing Order 232(2), which talks about a petition that is committed to a standing Committee. It says how long the Committee shall take and there shall no comments on the report, but general comments for 30 minutes on a petition. ... view
