  • 11 Sep 2018 in Senate: The other day, the Speaker of the Nairobi County Assembly was impeached. The matter is in court. We saw some scenes yesterday and the day before as well about forceful eviction. A part from the fact that as an individual, I have spoken on phone to the leader of majority and the leader of minority and others MCAs in the Assembly. However, there is no framework for that interaction between Senators and the county assemblies. Yet we call ourselves the guardians of those assemblies and the protectors of devolution. view
  • 11 Sep 2018 in Senate: Let me give you another example. This morning we were told how the Kenya Urban Roads Authority (KURA) is working with Nairobi City County to construct roads. I am grateful that KURA and the national Government have constructed many roads in Eastlands and they are continuing do so. However, inter-governmental relations are The electronic version of the Senate Hansard Report is for information purposesonly. • 11 Sep 2018 in Senate: supposed to be domiciled within the Senate, yet we have no provision; whether within the County Governments Act or any other law, that guides that. view
  • 11 Sep 2018 in Senate: As I finish, I think that Statement should be taken beyond the specific issues that Sen. Dullo has raised. That, we, hon. Senators, and probably, a smaller team, will be able to look at provisions of the law that we need to strengthen, define or clarify to ensure that these interactions are formal, recognised and provided for in the law. view
  • 11 Sep 2018 in Senate: On a point of order, Madam Temporary Speaker. Is it in order for my friend, the Senate Majority Leader, to change the record of the House by saying that I said that there are no institutions? I was clear that what we need is a framework, apart from the corporate oversight as a Senate, the individual Senator, his county assembly and county executive. Sen. (Dr.) Zani has actually also confirmed that, that concern was there in the last Senate. That is what I am talking about. I know that as a Senate there is no The electronic version of the ... view
  • 11 Sep 2018 in Senate: limit to what we can do. We can summon any governor and deal with any assembly as a House. However, when Sen. Dullo goes to Isiolo, how she deals with the County Assembly of Isiolo and how Sen. Cherargei deals with the County Assembly of Nandi is completely different because it is left to the whims of the individual Senator. view
  • 11 Sep 2018 in Senate: Madam Temporary Speaker, is it in order for something different to be alluded to? view
  • 9 Aug 2018 in Senate: Mr. Speaker, Sir, allow me to thank Sen. Khaniri for this Statement. I urge the Committee that takes this up expands the area they are looking at. It is true as Sen. Cherargei has said that Kenyans were very happy with the last mile connectivity project of this Government. But we need to understand that access to electricity is not just having the metre. It is affording it. Mr. Speaker, Sir, affordability is a huge part of access to electricity. It is something that needs to be subsidized for Kenyans. We cannot be the highest in the region at Kshs15 ... view
  • 9 Aug 2018 in Senate: Mr. Speaker, Sir, I wish the Chairman would listen. I am told other Members are listening while the Senator is engaging, Sen. Mwaura. If this Committee can come up with a package for those in informal settlements and the slums to get clean energy to get the power properly, they will pay. They want to pay, but they cannot afford how it comes. Secondly, if there are people to be subsidized because the President said so---. We are glad that the President said it. That those in industrial area and big manufacturing companies will get 50 per cent subsidies off ... view
  • 8 Aug 2018 in Senate: Thank you, Mr. Speaker, Sir. I do not see Sen. Orengo. However, I know that my secretariat has alerted him that tomorrow we have a meeting with five Cabinet Secretaries (CSs) over related issues around the Migingo Island debacle. I know that everybody wants us to get to some finality and closure on the issue. So, we have invited him to attend the Committee meeting tomorrow. I think the Senators from around the area should also attend as we discuss this issue. We will then bring a report. view
