  • 31 May 2018 in Senate: On a point of order, Mr. Speaker, Sir. There is a word that has been used by the previous speaker which I feel is unparliamentary and it might be a blot in our HANSARD. He referred to the multinational companies as “the whites”. As much as I know, his intention was not to use it in a derogatory manner. For the record of this House to be as it should, could you direct that the Senator withdraws that and replaces it with an appropriate word? view
  • 31 May 2018 in Senate: Mr. Speaker, Sir, the reason I am persuading you is because I know that whichever committee that will deal with this will have to go and visit those multinational companies and of course they will have a copy of the HANSARD. There might be an impression that there is almost a racist kind of attitude but I stand guided. view

  • 30 May 2018 in Senate: Thank you, Mr. Deputy Speaker, Sir. I will also follow my leader in this one. In his example of House of Lords, the name of that Assistant Minister was the Rt. Hon. Lord Bates, Ministry of International Development, who chose to resign after coming five minutes late. That is a good standard to uphold, but for us---- view
  • 30 May 2018 in Senate: Mr. Deputy Speaker, Sir, an apology will suffice for now. So, we are very sorry for being a little bit off the mark in terms of time. • 29 May 2018 in Senate: Thank you, Mr. Speaker, Sir. I know it is a matter of concern to all the Senators representing counties. We have just heard the Vice Chairperson of the County Public Accounts and Investments Committee (CPAIC) give notice of Motions on reports of the audited accounts of various county executives for the Financial Year (FY) 2013/ 2014. Our core mandate as a Senate is to play oversight over county governments, which include executives and assemblies. We are wondering why the reports being given now are for FY 2014/2014 and I am sure there other legacy reports. Maybe, the Vice Chairperson can ... view
  • 29 May 2018 in Senate: Thank you, Mr. Speaker, Sir. It is good to hear the sentiments of other Senators on this. Parliament operates through its Committees for purposes of efficiency and to make sure that the work of the House is done effectively in its entirety. The Senate Majority Leader has given a suggestion on how we can assist this Committee to be up to date. It is not usurping their mandate or taking it away from them in any way. We are not interested in seeing the reports of Bungoma County when it was under you; we want to see Gov. Wangamati’s reports. ... view
  • 17 May 2018 in Senate: Thank you Mr. Speaker, Sir. I would also like to give a warm welcome to the MCAs from Bungoma County Assembly. We have interacted before through my Committee on National Security, Defence and Foreign Relations as we went to deal with the issues of security in Mt. Elgon Constituency. I am sure that they are happy with the progress that is being made since our visit. We also interacted with them over matters of land, settlements and the schemes there. I am glad that the area is a bit quiet and peaceful and we want to commit to them that ... view
  • 17 May 2018 in Senate: Mr. Speaker, Sir, I wonder who was on your mind. I rise to make a Statement pursuant to Standing Order No. 46(2)(a), which states that:- “A Senator may make a statement on a county issue or an issue of general topical concern;” Following growing concerns from the people of Nairobi City County on the state of the county, and this included concerns from hon. Senators. Many of our Senators who are citizens and residents of Nairobi County have been raising concerns. I promised last week that I would make a statement on a myriad of issues affecting the County of ... view
