  • 8 Mar 2018 in Senate: Mr. Speaker, Sir, we should decide if we want the Order on Statements or not. We ask for Statements on issues and a Statement like this one has ten questions and when you give responses, you are told that it is too long. We should decide as a House if we want them or not but I am summarizing. In fact, you have heard me skip sections of this response. I have skipped tables and lists. For Sen. Madzayo, through you Mr. Speaker, Sir, I do not know how a response from a Ministry sounds like. I am flattered that ... view
  • 8 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. I appreciate that concern raised by Sen. (Dr.) Ali. In fact, I am glad that this question was asked. This issue was our first business during the first meeting of the Standing Committee on Labour and Social Welfare, after we were elected. We summoned this authority and we raised concerns about what is happening with that authority. I do not need to remind the House that this authority was created through a Bill I sponsored in the last Parliament. So, at an individual level and as a Committee, we are very keen to make sure ... view
  • 8 Mar 2018 in Senate: Mr. Speaker, Sir, I am not a tea farmer and we do not grow tea in Nairobi County, but we are serious consumers of tea. That is where our interest lies. Article 209 (5) of the Constitution states that:- “The taxation and other revenue-raising powers of a county shall not be exercised in a way that prejudices national economic policies, economic activities across county boundaries or the national mobility of goods, services, capital or labour.” I propose that you direct that the Committee on Agriculture, Livestock and Fisheries sits together with the Committee on Finance and Budget, and call all ... view
  • 7 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. The questions asked are questions of fact; that is, youth population and percentage of unemployment. I can give an answer today. Could I go ahead? view
  • 7 Mar 2018 in Senate: Mr. Speaker, Sir, if that is the kind of response that is needed, I cannot get it tomorrow. I take your guidance very seriously. However, according to our Standing Orders, a Member can request for a statement from a Chairperson. This statement is not being requested from the Government, but from the Chairperson of the Committee on Labour and Social Welfare, who is Sen. Sakaja. These are issues that are within the public purview. I can give the response. view
  • 7 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. That is well guided. I just want to urge that for the precedence of this House, we either clarify that Standing Order or you make it clear by your ruling that the statements that are sought are being sought from the Committee chairpersons on matters under their mandate. It could be a matter that the The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view

  • 7 Mar 2018 in Senate: On a point of order, Mr. Speaker, Sir. I thought that at this point we are seeking clarification on the statement that has been brought. Is it in order for us to go into sideshows? I do not know why my colleagues from Jubilee are concerned about Sen. Wetangula mentioning Equity Bank and Family Bank, knowing full well that the Minority side has no capacity for economic sabotage. They told us to boycott those banks and Safaricom but Safaricom is still standing. There is no capacity for economic sabotage. view
  • 6 Mar 2018 in Senate: Thank you, Mr. Speaker, Sir. I thank my colleague, Sen. Kang'ata, for bringing this matter to the fore. I may not agree with his approach because I think the Senator needs to, first, count himself very lucky that Nairobi intends to take waste there. If he sees how the world is moving, even countries like Sweden are importing waste. I think we need to raise our level of engagement on this issue. The benefit of this Petition is that we will discuss deeper on matters of waste management. As it is, Nairobi and Murang’a counties have a very long and ... view
