11 May 2017 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker, the undisputed sitting and incoming Woman Representative of Nairobi County. This Bill is of interest to us, the leadership of Nairobi, not just for what it provides for this City but for what it entails for the country and for the East African region and Africa as a whole. It has been said by those who have contributed that, indeed, Kenya is a strategically located and positioned country. There is nothing better for man to actively and deliberately leverage on God-given head starts and opportunities as we have in Kenya. This is one of ...

advancement of what we call payment and settlement systems that we have in Kenya and in Nairobi. Possibly, once we set this rolling, we might need to legislate on a specific payment system. In 2006 they did that in Singapore. In New York, they have that. We should have the Payment and Systems Oversight Act that provides for a proper clearing house in Nairobi. It has to be multicurrency because of the kind of transactions that we will be talking about within Nairobi International Financial Centre. To diversify our methods of settlement and payment, currently the most popular in Kenya ...

nationalisation or expropriation measures or any restrictions on private ownership. They have freedom to repatriate profits and realise investments, and recruit and employ staff of their choice on the terms as they wish to agree, subject to work permit provisions. They are also capable of being owned up to 100 per cent by persons who are nationals or resident in Kenya. We must be able to do this as we protect our local firms. We must also give incentives and create a good environment for the millions of young people and women in Nairobi who are also able to compete ...

Thank you, Hon. Speaker. I would like to contribute to this amendment. When you look at it on the surface, there is not much to split hairs about because it is talking about end-to-end testing of technology. It says that the Commission shall issue a notice to specify time, place and testing. Clause 9(1) states; “and public notice shall be issued.” Regardless of 9(2), 9(1) already has said that the Commission shall issue a public notice. What 9(2) says is that the Commission may use its discretion to decide on which method to use in issuing notice. So, the Commission ...

He is extremely loud, Hon. Speaker. Hon. Eseli should just go further and say “and” so that they are compelled to put it on their website, in the newspapers, outside their offices and in any other medium. It should not be “either or”. I support. I would have moved a further amendment to the amendment.

Thank you, Hon. Speaker. I would like to support the Bill. The intentions are noble. The statutes that are being amended need to be cleaned up in that way, from the Betting, Lotteries and Gaming Act. Of course, we are still waiting for more substantive amendments to this Act, so as to protect the many young people who are caught up in this yet also allow free enterprise in this country and betting. It is a balance that must be reached. The amendments are, as the name suggests, miscellaneous because they are just clarifying the role of the Chairman of ...

Thank you. That even makes it easier for me to bring those substantive amendments to that law. When it comes to the Alcoholic Drinks Control Act, the amendments should have come a long time ago, like defining the word “magistrate”. But as we know, these are miscellaneous amendments. Allow me now to focus on the National Employment Authority Act, 2016. This is a piece of legislation I am very proud of, as a sponsor. Of course, it is no longer mine. It now belongs to the people of Kenya. The intention of this law was to streamline the entry into ...

several other institutions. The Principal Secretary for Transport, Mr. Irungu Nyakera, is also a young person. These are people whose ages are below 35 years. I was below the age of 30 when I became chairman of a national political party with the biggest following in this country. The young people in this country have abilities. I do not think we should be telling them that they cannot apply for certain jobs because they are so young. This bad philosophy has been used over the years to disenfranchise the youth of this country. My Committee will bring those amendments. I ...
