We have just heard our colleague from Athi River vehemently refuting a statement, but we know very well there are no cows or there might be very few cows coming from his constituency. I am not sure there are even goats in that constituency apart from the fact that KMC has a factory station there. Is it not prudent for the Member to declare his interest in this matter? Thank you, Hon. Temporary Deputy Speaker. I wish to support this Bill. A philosophy student like Hon. Wamunyinyi or Dr. Eseli Simiyu, will tell you about a man called Jeremy Bentham who founded the principle of utility. He describes it as the sum of all pleasures that result from an action minus the suffering of anyone who is involved in the action hence the philosophy of utilitarianism, which means the greater good for the most people that will benefit.
