  • 7 Aug 2014 in Senate: Mr. Deputy Speaker, Sir, for the purpose of the HANSARD, I believe that Kenya was second to South Africa. If I got it correctly, we were ahead of Nigeria. view
  • 7 Aug 2014 in Senate: Thank you, Mr. Temporary Speaker, Sir. I also stand to support this Motion by sending special congratulations to our dear daughters and sons who flew to Glasgow and made us proud as a country. I was watching television when they won all the gold medals. I was a little bit disappointed when we lost the 10, 000 metres race to Kipsiro of Uganda. Other runners revenged for their brothers who lost in the 10,000 metres race which was our race. I was confident that we were going to win in that race. Sen. Melly has talked about a great training ... view
  • 7 Aug 2014 in Senate: Mr. Temporary Speaker, Sir, I stand to second this Motion of Adjournment. Since my colleagues have been given credit by Sen. Elachi for their fantastic and sterling performance, I also wish to congratulate them and caution them that as we take this recess, we are supposed to make sure that we put in place the county development boards. I want to caution them that it will not be easy because of our relationship with the Governors. As you embark on this journey, it is up to you to stand firm as elected leaders according to the Constitution and perform your ... view
  • 5 Aug 2014 in Senate: Mr. Chairman, Sir, there is a saying which states that if a child cries for a knife, you just pick a stick, sharpen it and give it to the child to keep quiet. Looking at this allocation, it makes no difference with what that saying states. We are not just raising issues because we want to but the money allocated to Machakos County, for example, is to cater for over four million people because Kitui and Makueni people seek treatment from Machakos. Therefore, this allocation is not going to do anything. We are just being told not to talk or ... view
  • 5 Aug 2014 in Senate: Mr. Chairperson, this only takes three votes; either yes, no or abstention. If somebody is holding their card, but is not using it to vote, what business do they have with it? We have the numbers and we have voted. After the counting, there was no objection. Let us not get into people’s pockets. If one decides to keep quiet, let them keep quiet and we will continue. view
  • 5 Aug 2014 in Senate: On a point of order, Mr. Deputy Speaker, Sir. I do not think that the Senate Majority Leader is in order to mislead the House. The sharing that was done was not about the funds that were allocated in 2013/2014 Financial Year. What we shared was for the accounts of three years ago. view
  • 5 Aug 2014 in Senate: Mr. Deputy Speaker, Sir, frankly speaking what we are getting now is based on the audited accounts of three years back and not the Kshs1.8 trillion, Kshs1.6 trillion or Kshs1.2 trillion. view
  • 31 Jul 2014 in National Assembly: Thank you, Mr. Speaker, Sir. view
  • 31 Jul 2014 in National Assembly: Mr. Speaker, Sir, Government funds need to be protected. If you look at the contract sum, it is Kshs4.4 billion. However, in every payment that is made by the Government, 10 per cent must be retained. With simple mathematics, 24 per cent of The electronic version of the Senate Hansard Report is for information purposes only. • 24 Jul 2014 in Senate: Mr. Deputy Speaker, Sir, in line with what Sen. Mutahi Kagwe has said, it is becoming a matter of concern to enter the main entrance. We have police officers who seem to have a commander amongst themselves. When you get there, they keep on debating on who should open the gate and who should not open. They force us to open the windows of our cars. After seeing us, they bring the registration book for your bodyguard or assistant to sign. We wonder whether we are coming here under our rights since we are coming to our offices and whether ... view
